Municipal Staff Schooled On Financial Rules
Councillorsand senior managers from municipalities in the iLembe district have completedextensive training to improve the management of public finances and tostrengthen the oversight role expected of councillors.
The35 councillors and managers received their certificates of competence at anawards ceremony recently after successfully completing Local GovernmentSETA-accredited training.
Theceremony was attended by the Mayor and Speaker of iLembe District municipality,Speaker and Chief Whip of KwaDukuza Local Municipality and the Mayor ofMaphumulo Local Municipality.
Thetraining was offered by the Vuthela iLembe LED Support Programme as part of itsmandate to create an enabling business environment for inclusive economicgrowth and job creation in the district. The Vuthela programme is funded by theSwiss State Secretariat for Economic Affairs (SECO) and implemented inpartnership with the KZN Department of Economic Affairs, Tourism andEnvironmental Affairs (EDTEA), the iLembe District Municipality and the localmunicipalities of KwaDukuza and Mandeni
Thecourse was conducted by service provider Tachfin and targeted councillors whoserve on committees related to financial issues and managers from all fivemunicipalities.
Itused a blended training approach which included classes, e-learning and thesubmission of a portfolio of evidence.
Trainingmodules covered issues related to leadership, policy-making, emotionalintelligence and monitoring and evaluation. The course was facilitated byTakura Chamuka, CEO of Tachfin Holdings.
Councillorsand managers were enthusiastic about the benefits of the training.
CouncillorNelsingh Sewraj from KwaDukuza said the content of the course and the standard offacilitation was impressive.
"Thetraining used various methods, including presentation, discussion groups andone-on-one follow-ups with trainees for several months," said CouncillorSewraj.
"Theemotional intelligence training should be offered to all other staff, includingjuniors, because it changes how one behaves. We cannot just sit back and foldour arms. We have to apply ourselves and think about how we can benefit ourcommunities," she said.
