A Performance Management system is often used to assess and develop employees and to assist the company in achieving its goals. 

This process makes sure that there is a shared understanding of what needs to be achieved. The company does this by translating its business plans into actions. You should therefore look at your Company's objectives before deciding on the personal targets for employees. These need to contribute to the achieving the business plan. 

Some key things to note when setting goals are to have clear objectives, ensure you can measure your achievements and set definite time frames. Of course they need to be realistic to get the buy- in from people. Ideally you should not set too many objectives and your rating system must be fair and easy to understand. 

The incentives for reaching targets must be meaningful but a system is not all about the good stuff. If goals are realistic and employees aren't meeting them, the process provides the right platform to have performance discussions around poor performance. 

There is no one size fits all approach as each business is trying to achieve different goals but by putting in place the right framework you will increase an employee's value to your company.
