I have to grab hold of the baby formulae story. This kind of total slackness will undoubtedly go unpunished again and the totally incompetent behaviour will then surely just replicate itself over and over until it is all over. 

If you're wondering then I must spill the milk, where the North West Province's department of health bought seven million Rands worth of baby formulae. Then they must have just forgotten that they had this massive load of life saving milk formulae for babies. Maybe while they were braaing or attending a function filled with cling wrap covered triangle sandwiches. It may have been, but I am not sure. 

What happened to the milk? It sat for three years. Probably solidified on the shelf, rotting away and turning putrid and unfit for human consumption. Hey presto if this does not present another problem, one of getting rid of this oozing bulk of protein and minerals and life giving goodness turned toxic. Easy peasy pudding and pie, we just dip into the magic budget bucket and scoop out another two million Rand and use that to destroy the baby powder. I am not sure, but I think it may be that no one asked who was responsible for this nine million Rand blunder. 

Moving on, or more like dragging myself on from this bleak story is the revelation that this incident may have highlighted a major problem in our government. A new phrase has been coined, wait for it, "fiscal dumping". This is so absurd I want to cry. It is rumoured that some civil servants who may have been put in charge of a budget go fishing, playing golf, drinking and 'what what' and when they get back to the office they find they have not spent their budget. As panic sets in they then spend it on anything, whether they need it or not, just to look as though they have been working. 

A bill gets issued, money changes hands and then the civil servant makes a plan to dump the unwanted goods, usually at the expense of his budget as well. And so we destroy the miracle that we all created. The miracle that is the rainbow nation is slowly being stripped of its chance to flourish and show the world what we are really made of. And all because we refuse to use the expertise we have at hand because our history won't let us. Sad. 

Around the world it is not much better, our buddy Edward Snowden pointed out that there are no legal means to stop mass surveillance and the Americans who don't know where the Ukraine is are reported to be keen on military intervention. A rather wacky conspiracy theorist friend of mine says that this is the start of the Great War to end all wars and that Vladimir is the last stand of the true Christian Empire against an evil sinister force that is manipulating the EU, USA and NATO in an effort to wipe out the Church once and for all. Crazy hey?
